Summary Care Record benefits yet to be realised, warns report
The Summary Care Record (SCR) has so far demonstrated only modest benefits, according to the final report of a three-year independent evaluation carried out by University College London researchers.
They found no direct evidence of safer care and no impact on consultation length or the number of referrals made.
Professor Trisha Greenhalgh, lead author, said she hoped the government would look carefully at the researchers’ findings before making decisions about the future of the SCR and HealthSpace, also reviewed by the UCL team.
The Department of Health said it welcomed the report and would consider its findings. It reiterated the message contained a letter to the BMA from health minister Simon Burns, pledging a review of how patients are informed about SCRs and the content of the record.
In parliament, Burns had earlier declined to pledge an end to uploading medical data to the SCR, saying it would continue where there is GP and PCT agreement that patients have been adequately informed and where the data quality is considered good enough.
